The Friends Committee on National Legislation has just issued a study called, “FCNL Issues – Rhetoric vs Reality: Section 215 of the USA PATRIOT Act”. The study explains away the rhetoric in the statements issued by Barbara Comstock, Director of Public Affairs for the Justice Department, in her July 30, 2003 press release regarding Section 215 of the USA PATRIOT Act.
